The weakness was disclosed 08/11/2009 by Ligen with National University of Defense Technology as MS09-039 as confirmed bulletin (Technet). The advisory is shared for download at microsoft.com. This vulnerability was named CVE-2009-1924 since 06/04/2009. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. There are neither technical details nor an exploit publicly available.
As 0-day the estimated underground price was around $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 40558 (MS09-039: Vulnerabilities in WINS Could Allow Remote Code Execution (969883)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins. The commercial vulnerability scanner Qualys is able to test this issue with plugin 90516 (Microsoft WINS Remote Code Execution Vulnerabilities (MS09-039)).
Upgrading eliminates this vulnerability. Applying the patch MS09-039 is able to eliminate this problem. The bugfix is ready for download at microsoft.com. The best possible mitigation is suggested to be upgrading to the latest version. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 8384.
