Microsoft Internet Information Services (IIS) 5.x and 6.x uses only the portion of a filename before a ; (semicolon) character to determine the file extension, which allows remote attackers to bypass intended extension restrictions of third-party upload applications via a filename with a (1) .asp, (2) .cer, or (3) .asa first extension, followed by a semicolon and a safe extension, as demonstrated by the use of asp.dll to handle a .asp;.jpg file.

The issue has been introduced in 02/17/2000. The weakness was shared 12/24/2009 by Soroush Dalili as MSRC/ARC (Website). The advisory is available at blogs.technet.com. This vulnerability is traded as CVE-2009-4444 since 12/29/2009. It is possible to launch the attack remotely. The successful exploitation requires a authentication. The technical details are unknown and an exploit is not available. The structure of the vulnerability defines a possible price range of USD $5k-$25k at the moment (estimation calculated on 02/19/2017).

It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 3598 days. During that time the estimated underground price was around $25k-$100k.
