The bug was discovered 02/26/2008. The weakness was published 02/29/2008 by regenrecht with VeriSign as confirmed advisory (CERT.org). The advisory is available at kb.cert.org. This vulnerability was named CVE-2008-0304 since 01/16/2008. The exploitation appears to be easy. The attack can be initiated remotely.
