The WebService in Bugzilla 3.1.3 allows remote authenticated users without canconfirm privileges to create NEW or ASSIGNED bug entries via a request to the XML-RPC interface, which bypasses the canconfirm check.
The weakness was presented 05/07/2008 by Max Kanat-Alexander as Bug 415471 as confirmed bug report (Bugzilla). It is possible to read the advisory at bugzilla.mozilla.org. The identification of this vulnerability is CVE-2008-2104 since 05/07/2008. The exploitation is known to be easy. The attack may be initiated remotely. A simple authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available.
