The WebService in Bugzilla 3.1.3 allows remote authenticated users without canconfirm privileges to create NEW or ASSIGNED bug entries via a request to the XML-RPC interface, which bypasses the canconfirm check.

The weakness was presented 05/07/2008 by Max Kanat-Alexander as Bug 415471 as confirmed bug report (Bugzilla). It is possible to read the advisory at bugzilla.mozilla.org. The identification of this vulnerability is CVE-2008-2104 since 05/07/2008. The exploitation is known to be easy. The attack may be initiated remotely. A simple authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.
