Details
A vulnerability, which was classified as critical, was found in Gitea up to 28.2.x. Affected is an unknown code of the file /api/v1/admin of the component Admin API. The manipulation with an unknown input leads to a privileges management vulnerability. CWE is classifying the issue as CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. This is going to have an impact on confidentiality, integrity, and availability. CVE summarizes:
The `/api/v1/admin` route group did not enforce the `public-only` restriction of personal access tokens. A public-only token with admin scope issued by a site administrator could therefore list private organizations and the email addresses of all users, create organizations, obtain runner registration tokens and create new site administrator accounts, the last of which persists after the token is revoked. Tokens of users who are not site administrators cannot reach these routes; public-only tokens are now rejected on the admin API.
The advisory is shared for download at github.com. This vulnerability is traded as CVE-2026-117635 since 11/01/2026. The exploitability is told to be easy. It is possible to launch the attack remotely. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1068.
