Static code injection vulnerability in setup.php in phpMyAdmin 2.11.x before 2.11.9.5 and 3.x before 3.1.3.1 allows remote attackers to inject arbitrary PHP code into a configuration file via the save action.

The weakness was disclosed 03/26/2009 by Adrian "pagvac" Pastor (Website). The advisory is available at phpmyadmin.net. This vulnerability was named CVE-2009-1151 since 03/26/2009. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details and also a public exploit are known. This vulnerability is assigned to T1059 by the MITRE ATT&CK project.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 12770 (phpMyAdmin Multiple Vulnerabilities (PMASA-2009-2,PMASA-2009-3)). This issue was added on 03/25/2022 to the CISA Known Exploited Vulnerabilities Catalog with a due date of 04/15/2022:

Apply updates per vendor instructions.

Upgrading to version 2.11.9.3 eliminates this vulnerability. Attack attempts may be identified with Snort ID 2281. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 8254.
