A vulnerability, which was classified as problematic, was found in Apache Struts 2.0.6/2.0.8/2.0.9/2.0.11/2.1 (Programming Tool Software). Affected is an unknown code block. Multiple cross-site scripting (XSS) vulnerabilities in Apache Struts 2.0.x before 2.0.11.1 and 2.1.x before 2.1.1 allow remote attackers to inject arbitrary web script or HTML via vectors associated with improper handling of (1) " (double quote) characters in the href attribute of an s:a tag and (2) parameters in the action attribute of an s:url tag.
The bug was discovered 01/11/2008. The weakness was published 04/09/2009 (Website). The advisory is shared for download at nabble.com. This vulnerability is traded as CVE-2008-6682 since 04/09/2009. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1059.007.
The vulnerability was handled as a non-public zero-day exploit for at least 45 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 38208 (Apache Struts 2 s:a / s:url Tag href Element XSS), which helps to determine the existence of the flaw in a target environment. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12849 (Apache Struts Cross-Site Scripting Vulnerability (S2-002)).
Upgrading to version 2.0.6 eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
