OpenSSL prior 0.9.6b-3 dtls1_retrieve_buffered_fragment resource management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

The manipulation with an unknown input leads to a resource management vulnerability. The CWE definition for the vulnerability is CWE-399. As an impact it is known to affect availability. CVE summarizes:

The dtls1_retrieve_buffered_fragment function in ssl/d1_both.c in OpenSSL before 1.0.0 Beta 2 allows remote attackers to cause a denial of service (NULL pointer dereference and daemon crash) via an out-of-sequence DTLS handshake message, related to a "fragment bug."

The bug was discovered 05/11/2009. The weakness was presented 06/04/2009 (Website). The advisory is available at rt.openssl.org. This vulnerability was named CVE-2009-1387 since 04/23/2009. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are known, but there is no available exploit.

It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 24 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 78179 (F5 Networks BIG-IP : OpenSSL DTLS Buffer vulnerability (SOL15348)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family F5 Networks Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 86880 (HP System Management Homepage Cross-Site Scripting and Denial of Service Vulnerabilities (c02029444)).

Upgrading to version 0.9.6b-3 eliminates this vulnerability. A possible mitigation has been published 6 years after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at X-Force (51198), Tenable (78179), SecurityFocus (BID 35417†), OSVDB (55072†) and Secunia (SA35571†).
