The decode_entities function in util.c in HTML-Parser before 3.63 allows context-dependent attackers to cause a denial of service (infinite loop) via an incomplete SGML numeric character reference, which triggers generation of an invalid UTF-8 character.

The weakness was published 10/29/2009 by Martin (Website). The advisory is available at issues.apache.org. This vulnerability was named CVE-2009-3627. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are known, but there is no available exploit.
