The exploitation appears to be difficult. The attack can be initiated remotely. A single authentication is necessary for exploitation. There are neither technical details nor an exploit publicly available.
The vulnerability scanner Nessus provides a plugin with the ID 58798 (Oracle Database, April 2012 Critical Patch Update), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Databases. The commercial vulnerability scanner Qualys is able to test this issue with plugin 19664 (Oracle Database April 2012 Security Update Multiple Vulnerabilities (CPUAPR2012)).
Applying a patch is able to eliminate this problem. The bugfix is ready for download at oracle.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
