A vulnerability was found in Moodle up to 1.9.6 (Learning Management Software) and classified as problematic. This issue affects an unknown code block of the file config.php. Moodle 1.8 before 1.8.11 and 1.9 before 1.9.7 does not use a random password salt in config.php, which makes it easier for attackers to conduct brute-force password guessing attacks.
The weakness was released 12/15/2009 (Website). The advisory is shared at vupen.com. The identification of this vulnerability is CVE-2009-4304 since 12/11/2009. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1552 for this issue.
It is declared as proof-of-concept. By approaching the search of inurl:config.php it is possible to find vulnerable targets with Google Hacking. The vulnerability scanner Nessus provides a plugin with the ID 43119 (Fedora 10 : moodle-1.9.7-1.fc10 (2009-13040)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 165156 (SUSE Update for Multiple Packages (SUSE-SR:2010:004)).
Upgrading to version 1.9.3 eliminates this vulnerability.
