Google Chrome before 4.0.249.78 on Windows does not perform the expected encoding, escaping, and quoting for the URL in the --app argument in a desktop shortcut, which allows user-assisted remote attackers to execute arbitrary programs or obtain sensitive information by tricking a user into creating a crafted shortcut.

The weakness was shared 02/18/2010 by Michal Zalewski with Chromium Development Community (Website). The advisory is shared for download at sites.google.com. This vulnerability is handled as CVE-2010-0657. The attack may be launched remotely. No form of authentication is required for exploitation. There are known technical details, but no exploit is available. The MITRE ATT&CK project declares the attack technique as T1592.
