The utf8_decode function in PHP before 5.3.4 does not properly handle non-shortest form UTF-8 encoding and ill-formed subsequences in UTF-8 data, which makes it easier for remote attackers to bypass cross-site scripting (XSS) and SQL injection protection mechanisms via a crafted string.

The weakness was disclosed 11/12/2010 (Website). It is possible to read the advisory at svn.php.net. The identification of this vulnerability is CVE-2010-3870 since 10/08/2010. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details as well as a public exploit are known.
