The password reset functionality in Joomla! 1.5.x through 1.5.24 uses weak random numbers, which makes it easier for remote attackers to change the passwords of arbitrary users via unspecified vectors.
The weakness was disclosed 11/23/2011 (oss-sec). The advisory is available at openwall.com. This vulnerability is traded as CVE-2011-4321 since 11/04/2011. The exploitability is told to be easy. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1600 by the MITRE ATT&CK project.
The commercial vulnerability scanner Qualys is able to test this issue with plugin 12736 (Joomla! 1.5 Password Reset Vulnerability).
Upgrading to version 1.5.24 eliminates this vulnerability.
