Memory leak in the timezone functionality in PHP before 5.3.9 allows remote attackers to cause a denial of service (memory consumption) by triggering many strtotime function calls, which are not properly handled by the php_date_parse_tzfile cache.
The weakness was published 02/14/2012 as Bug 783609 as not defined bug report (Bugzilla). It is possible to read the advisory at bugzilla.redhat.com. This vulnerability is known as CVE-2012-0789 since 01/19/2012. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication.
