The web application does not, or can not, sufficiently verify whether a well-formed, valid, consistent request was intentionally provided by the user who submitted the request. As an impact it is known to affect confidentiality, integrity, and availability. The summary by CVE is:

Multiple cross-site request forgery (CSRF) vulnerabilities in index.cgi on the Verizon FIOS Actiontec MI424WR-GEN3I router with firmware 40.19.36 allow remote attackers to hijack the authentication of administrators for requests that (1) add administrative accounts via the username and user_level parameters or (2) enable remote administration via the is_telnet_primary and is_telnet_secondary parameters.

The weakness was released 03/21/2013 as confirmed advisory (CERT.org). The advisory is shared at kb.cert.org. This vulnerability is known as CVE-2013-0126 since 12/06/2012. The attack can be launched remotely. The exploitation doesn't need any form of authentication. It demands that the victim is doing some kind of user interaction. Technical details and also a public exploit are known.

A public exploit has been developed by Jacob Holcomb and been published before and not just after the advisory. It is possible to download the exploit at exploit-db.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 2 days. During that time the estimated underground price was around $0-$5k.

There is no information about possible countermeasures known. It may be suggested to replace the affected object with an alternative product.

The vulnerability is also documented in the databases at Exploit-DB (24860) and OSVDB (91488†). Several companies clearly confirm that VulDB is the primary source for best vulnerability data.
