The SOAP parser in PHP before 5.3.22 and 5.4.x before 5.4.12 allows remote attackers to read arbitrary files via a SOAP WSDL file containing an XML external entity declaration in conjunction with an entity reference, related to an XML External Entity (XXE) issue in the soap_xmlParseFile and soap_xmlParseMemory functions.
The weakness was released 09/16/2013 as Bug 918187 as not defined bug report (Bugzilla). The advisory is shared at bugzilla.redhat.com. This vulnerability is known as CVE-2013-1824 since 02/19/2013. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1592 for this issue.
The vulnerability scanner Nessus provides a plugin with the ID 66585 (PHP 5.4.x < 5.4.13 Information Disclosure), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CGI abuses. The commercial vulnerability scanner Qualys is able to test this issue with plugin 121456 (Apple Mountain Lion v10.8.5 and Security Update 2013-004 Not Installed (APPLE-SA-2013-09-12-1)).
Upgrading to version 5.3.8 eliminates this vulnerability.
