Oracle Database Server 12.1.0.1 XML Parser privileges management

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability, which was classified as very critical, was found in Oracle Database Server 12.1.0.1 (Database Software). This affects an unknown function of the component XML Parser. The manipulation with an unknown input leads to a privileges management vulnerability. CWE is classifying the issue as CWE-269. The product does not properly assign, modify, track, or check privileges for an actor, creating an unintended sphere of control for that actor. This is going to have an impact on confidentiality, integrity, and availability. The summary by CVE is:

Unspecified vulnerability in the XML Parser component in Oracle Database Server 11.2.0.2, 11.2.0.3, and 12.1.0.1 allows remote authenticated users to affect confidentiality, integrity, and availability via unknown vectors.

The weakness was presented 07/16/2014 as Oracle Critical Patch Update Advisory - July 2014 as confirmed advisory (Website). The advisory is shared at oracle.com. Daniel Wesemann at ISC writes in a blog post: "Looks like the Oracle 12 code was forked before the 11g patch went in, and nobody ported it over, so Oracle 12 remained exposed to the same bug until now. This speaks volumes about Oracle's software development life cycle and security processes..." This vulnerability is uniquely identified as CVE-2013-3751 since 06/03/2013. The exploitability is told to be easy. It is possible to initiate the attack remotely. The successful exploitation requires a authentication. Neither technical details nor an exploit are publicly available. The price for an exploit might be around USD $0-$5k at the moment (estimation calculated on 02/08/2022). MITRE ATT&CK project uses the attack technique T1068 for this issue.

We expect the 0-day to have been worth approximately $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 68934 (Oracle Database Multiple Vulnerabilities (July 2013 CPU)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Databases. The commercial vulnerability scanner Qualys is able to test this issue with plugin 19934 (Oracle Database July 2014 Patch Set Update (PSU) 12.1.0.1.4 Not Installed (Patch 18522516)).

Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13131.

The vulnerability is also documented in the databases at X-Force (85650), Tenable (68934), SecurityFocus (BID 61206†) and Vulnerability Center (SBV-40520†).
