The advisory is shared at seclists.org. This vulnerability is uniquely identified as CVE-2014-8609 since 11/04/2014. The exploitability is told to be easy. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue. The advisory points out:

In Android <5.0 (and maybe >= 4.0), Settings application leaks Pendingintent with a blank base intent (neither the component nor the action is explicitly set) to third party application, bad app can use this to broadcast intent with the same permissions and identity of the Settings application, which runs as SYSTEM uid. Thus bad app can broadcast sensitive intent with the permission of SYSTEM.

The exploit is shared for download at packetstormsecurity.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 85 days. During that time the estimated underground price was around $25k-$100k.

Upgrading to version 5.0 eliminates this vulnerability.
