Microsoft Windows Server 2003 SP2, Windows Vista SP2, Windows Server 2008 SP2 and R2 SP1, Windows 7 SP1, Windows 8, Windows 8.1, Windows Server 2012 Gold and R2, and Windows RT Gold and 8.1 do not properly constrain impersonation levels, which allows local users to gain privileges via a crafted application, aka "Windows MS-DOS Device Name Vulnerability."
The weakness was shared 04/14/2015 by James Forshaw with Google Project Zero as MS15-038 as confirmed bulletin (Technet). It is possible to read the advisory at technet.microsoft.com. This vulnerability is known as CVE-2015-1644 since 02/17/2015. Attacking locally is a requirement. A single authentication is required for exploitation. The technical details are unknown and an exploit is not publicly available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 91039 (Microsoft Windows Elevation of Privilege Vulnerability (MS15-038)).
Applying the patch MS15-038 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com.
