The SSL protocol 3.0, as used in OpenSSL through 1.0.1i and other products, uses nondeterministic CBC padding, which makes it easier for man-in-the-middle attackers to obtain cleartext data via a padding-oracle attack, aka the "POODLE" issue.
The weakness was released 04/14/2015 by Krzysztof Kotowicz with Google Security Team as Oracle Critical Patch Update Advisory - April 2015 as confirmed advisory (Website). The advisory is shared at oracle.com. This vulnerability is known as CVE-2014-3566. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1600 for this issue.
