The weakness was presented 04/12/2016 as MS16-037 as confirmed bulletin (Technet). It is possible to read the advisory at technet.microsoft.com. This vulnerability is known as CVE-2016-0160 since 12/04/2015. Attacking locally is a requirement. The successful exploitation requires a single authentication.
