Microsoft Internet Information Services (IIS) 5.0 and 5.1 allows remote attackers to cause a denial of service via a long WebDAV request with a (1) PROPFIND or (2) SEARCH method, which generates an error condition that is not properly handled.

The bug was discovered 05/28/2003. The weakness was released 05/28/2003 by Mark Litchfield with SPI Labs as MS03-018 as confirmed bulletin (Technet). The advisory is available at microsoft.com. This vulnerability is handled as CVE-2003-0226 since 04/30/2003. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are unknown but a public exploit is available. This vulnerability is assigned to T1499 by the MITRE ATT&CK project.

A public exploit has been developed in ANSI C. The exploit is available at securityfocus.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 1196 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 11683 (MS03-018: Cumulative Patch for Internet Information Services (11114)), which helps to determine the existence of the flaw in a target environment.
