platform/msm_shared/mmc.c in the Qualcomm components in Android before 2016-07-05 on Nexus 7 (2013) devices mishandles the power-on write-protect feature, which allows attackers to gain privileges via a crafted application, aka Android internal bug 28821253 and Qualcomm internal bug CR580567.
The weakness was presented 07/06/2016 as Android Security Bulletin - July 2016 as confirmed security bulletin (Website). The advisory is shared at source.android.com. The identification of this vulnerability is CVE-2014-9793 since 05/31/2016. The exploitation is known to be easy. An attack has to be approached locally.
