The weakness was published 08/09/2016 with FireEye as MS16-099 / 3177451 as confirmed bulletin (Technet). The advisory is shared at technet.microsoft.com. This vulnerability is uniquely identified as CVE-2016-3317 since 03/15/2016. It is possible to initiate the attack remotely. No form of authentication is needed for exploitation. It demands that the victim is doing some kind of user interaction. Neither technical details nor an exploit are publicly available.
