The weakness was shared 09/09/2016 by Emma Ferguson as FortiSwitch rest_admin account exposed under certain conditions as confirmed advisory (Website). It is possible to read the advisory at themissinglink.com.au. The vendor cooperated in the coordination of the public release. This vulnerability is known as CVE-2016-4573 since 05/10/2016. The exploitation appears to be easy. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Technical details are unknown but a public exploit is available. The attack technique deployed by this issue is T1068 according to MITRE ATT&CK. The advisory points out:

FortiSwitch 3.4.1 introduced a user account named "rest_admin" with super_admin privileges when the FortiSwitch is configured to be managed by a FortiGate device. The FortiSwitch needs to communicate with the FortiGate to generate a random password for the "rest_admin" account. However if the network connection between the FortiSwitch and FortiGate cannot be established when it is rebooted twice or downgraded to a FortiSwitch release prior to 3.4.1 then the rest_admin will be exposed with a null password.

A public exploit has been developed by Emma Ferguson and been published immediately after the advisory. It is possible to download the exploit at themissinglink.com.au. It is declared as proof-of-concept.

Upgrading to version 3.4.1 eliminates this vulnerability.
