The bug was discovered 10/11/2016. The weakness was presented 10/11/2016 by James Forshaw with Google Project Zero as MS16-124 as confirmed bulletin (Technet). The advisory is shared at technet.microsoft.com. This vulnerability is known as CVE-2016-0075 since 12/04/2015. The exploitation appears to be easy. An attack has to be approached locally. A single authentication is needed for exploitation. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1592 for this issue.
A public exploit has been developed by James Forshaw (tiraniddo) in C# and been published before and not just after the advisory. It is possible to download the exploit at bugs.chromium.org. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 83 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 94013 (MS16-124: Security Update for Windows Registry (3193227)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 91288 (Microsoft Windows Security Update for Windows Registry (MS16-124)).
Applying the patch MS16-124 is able to eliminate this problem. The bugfix is ready for download at technet.microsoft.com. A possible mitigation has been published immediately after the disclosure of the vulnerability.
