Oracle Communications Policy Management up to 9.7.3/9.9.1/10.4.1/12.1.1 Tomcat code injection

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Detailsinfo

A vulnerability was found in Oracle Communications Policy Management up to 9.7.3/9.9.1/10.4.1/12.1.1 (Cloud Software). It has been declared as problematic. Affected by this vulnerability is an unknown function of the component Tomcat. The manipulation with an unknown input leads to a code injection vulnerability. The CWE definition for the vulnerability is CWE-94. The product constructs all or part of a code segment using externally-influenced input from an upstream component, but it does not neutralize or incorrectly neutralizes special elements that could modify the syntax or behavior of the intended code segment. As an impact it is known to affect confidentiality, integrity, and availability. The summary by CVE is:

Unrestricted file upload vulnerability in Apache Tomcat 7.x before 7.0.40, in certain situations involving outdated java.io.File code and a custom JMX configuration, allows remote attackers to execute arbitrary code by uploading and accessing a JSP file.

The weakness was shared 10/19/2016 by Pierre Ernst with Vmware as Oracle Critical Patch Update Advisory - October 2016 as confirmed advisory (Website). The advisory is shared at oracle.com. This vulnerability is known as CVE-2013-4444 since 06/12/2013. The attack can be launched remotely. The exploitation doesn't need any form of authentication. Neither technical details nor an exploit are publicly available. MITRE ATT&CK project uses the attack technique T1059 for this issue.

The vulnerability scanner Nessus provides a plugin with the ID 66428 (Apache Tomcat 7.0.x < 7.0.40 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 175599 (Debian Security Update for tomcat7 (DSA 3447-1)).

Upgrading eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
