The vendor cooperated in the coordination of the public release. This vulnerability was named CVE-2016-7054. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. Technical details are unknown but a public exploit is available. The MITRE ATT&CK project declares the attack technique as T1068. The advisory points out:

TLS connections using *-CHACHA20-POLY1305 ciphersuites are susceptible to a DoS attack by corrupting larger payloads. This can result in an OpenSSL crash. This issue is not considered to be exploitable beyond a DoS.

It is possible to download the exploit at exploit-db.com. It is declared as proof-of-concept. The vulnerability was handled as a non-public zero-day exploit for at least 46 days. During that time the estimated underground price was around $25k-$100k.
