The commercial vulnerability scanner Qualys is able to test this issue with plugin 370262 (Apple macOS Sierra Security Update 10.12.2 Not Installed (APPLE-SA-2016-12-13-1)).
Upgrading to version 10.2 eliminates this vulnerability. A possible mitigation has been published before and not just after the disclosure of the vulnerability.
