This is going to have an impact on confidentiality, integrity, and availability.

The bug was discovered 12/28/2016. The weakness was shared 12/28/2016 by Dawid Golunski as PHPMailer < 5.2.20 Remote Code Execution PoC 0day Exploit (CVE-2016-10045) (Bypass of the CVE-2016-1033 patch) as confirmed mailinglist post (Bugtraq). The advisory is shared for download at seclists.org. The mailinglist post contains:

I'm releasing this as a 0day without the new patch available publicly as a potential bypass was publicly discussed on oss-sec list with Solar Designer in the PHPMailer < 5.2.18 thread, so holding the advisory further would serve no purpose.
This vulnerability is traded as CVE-2016-10045 since 12/26/2016. It is possible to launch the attack remotely. The exploitation doesn't require any form of authentication. Technical details are unknown but a public exploit is available. The MITRE ATT&CK project declares the attack technique as T1202. The advisory points out:
I discovered that the current PHPMailer versions (< 5.2.20) were still vulnerable to RCE as it is possible to bypass the currently available patch.

A public exploit has been developed by Dawid Golunski in Python and been published immediately after the advisory. The exploit is shared for download at seclists.org. It is declared as highly functional. The vulnerability was handled as a non-public zero-day exploit for at least 2 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 96319 (Fedora 25 : php-PHPMailer (2016-6941d25875)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 175926 (Debian Security Update for libphp-phpmailer (DSA 3750-1)).

Upgrading to version 5.2.20 eliminates this vulnerability. A possible mitigation has been published 2 weeks after the disclosure of the vulnerability.

The vulnerability is also documented in the databases at Exploit-DB (40969), Tenable (96319) and SecurityFocus (BID 95130†). Further details are available at seclists.org.
