The bug was discovered 03/14/2017. The weakness was presented 03/14/2017 by Matt as MS17-012 as confirmed bulletin (Technet). The advisory is shared at technet.microsoft.com. This vulnerability is known as CVE-2017-0007 since 09/09/2016. An attack has to be approached locally. A single authentication is needed for exploitation. Neither technical details nor an exploit are publicly available.
The vulnerability scanner Nessus provides a plugin with the ID 97743 (MS17-012: Security Update for Microsoft Windows (4013078)), which helps to determine the existence of the flaw in a target environment.
