Cisco IOS/IOS XE Cluster Management Protocol input validation

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

Summaryinfo

A vulnerability described as very critical has been identified in Cisco IOS and IOS XE. Affected by this issue is some unknown functionality of the component Cluster Management Protocol Handler. Such manipulation leads to input validation. This vulnerability is traded as CVE-2017-3881. The attack may be launched remotely. Furthermore, there is an exploit available. This vulnerability has a historic impact due to its background and reception. It is best to disable the affected component.

Detailsinfo

A vulnerability, which was classified as very critical, has been found in Cisco IOS and IOS XE (Router Operating System) (unknown version). Affected by this issue is an unknown code block of the component Cluster Management Protocol Handler. The manipulation with an unknown input leads to a input validation vulnerability. Using CWE to declare the problem leads to CWE-20. The product receives input or data, but it does not validate or incorrectly validates that the input has the properties that are required to process the data safely and correctly. Impacted is confidentiality, integrity, and availability. CVE summarizes:

A vulnerability in the Cisco Cluster Management Protocol (CMP) processing code in Cisco IOS and Cisco IOS XE Software could allow an unauthenticated, remote attacker to cause a reload of an affected device or remotely execute code with elevated privileges. The Cluster Management Protocol utilizes Telnet internally as a signaling and command protocol between cluster members. The vulnerability is due to the combination of two factors: (1) the failure to restrict the use of CMP-specific Telnet options only to internal, local communications between cluster members and instead accept and process such options over any Telnet connection to an affected device; and (2) the incorrect processing of malformed CMP-specific Telnet options. An attacker could exploit this vulnerability by sending malformed CMP-specific Telnet options while establishing a Telnet session with an affected Cisco device configured to accept Telnet connections. An exploit could allow an attacker to execute arbitrary code and obtain full control of the device or cause a reload of the affected device. This affects Catalyst switches, Embedded Service 2020 switches, Enhanced Layer 2 EtherSwitch Service Module, Enhanced Layer 2/3 EtherSwitch Service Module, Gigabit Ethernet Switch Module (CGESM) for HP, IE Industrial Ethernet switches, ME 4924-10GE switch, RF Gateway 10, and SM-X Layer 2/3 EtherSwitch Service Module. Cisco Bug IDs: CSCvd48893.

The bug was discovered 03/17/2017. The weakness was shared 03/17/2017 as cisco-sa-20170317-cmp / CSCvd48893 as confirmed advisory (Website) via Vault 7 Leak. The advisory is shared for download at tools.cisco.com. The public release happened without coordination with the vendor. This vulnerability is handled as CVE-2017-3881 since 12/21/2016. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details are unknown but a public exploit is available. The current price for an exploit might be approx. USD $0-$5k (estimation calculated on 01/27/2025). This vulnerability has a historic impact due to its background and reception. The advisory points out:

A vulnerability in the Cisco Cluster Management Protocol (CMP) processing code in Cisco IOS and Cisco IOS XE Software could allow an unauthenticated, remote attacker to cause a reload of an affected device or remotely execute code with elevated privileges.

A public exploit has been developed by Artem Kondratenko in Python and been published 4 weeks after the advisory. The exploit is available at exploit-db.com. It is declared as attacked. As 0-day the estimated underground price was around $100k and more. The vulnerability scanner Nessus provides a plugin with the ID 97991 (Cisco IOS Cluster Management Protocol Telnet Option Handling RCE (cisco-sa-20170317-cmp)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family CISCO and running in the context c. The commercial vulnerability scanner Qualys is able to test this issue with plugin 316087 (Cisco IOS and IOS XE Software Cluster Management Protocol Remote Code Execution Vulnerability (cisco-sa-20170317-cmp)). The advisory illustrates:

An attacker could exploit this vulnerability by sending malformed CMP-specific Telnet options while establishing a Telnet session with an affected Cisco device configured to accept Telnet connections. An exploit could allow an attacker to execute arbitrary code and obtain full control of the device or cause a reload of the affected device.
This issue was added on 03/25/2022 to the CISA Known Exploited Vulnerabilities Catalog with a due date of 04/15/2022:
Apply updates per vendor instructions.

Addressing this vulnerability is possible by firewalling tcp/23 (telnet). A possible mitigation has been published immediately after the disclosure of the vulnerability.
