The bug was discovered 12/20/2016. The weakness was disclosed 03/27/2017 by Maksim Malyutin as HT207615 as confirmed advisory (Website). The advisory is available at support.apple.com. This vulnerability was named CVE-2016-2161 since 01/29/2016. The exploitation appears to be easy. The attack can be initiated remotely. No form of authentication is required for a successful exploitation. The technical details are unknown and an exploit is not available. The advisory points out:

Multiple issues existed in Apache before 2.4.25. These were addressed by updating LibreSSL to version 2.4.25.

The vulnerability was handled as a non-public zero-day exploit for at least 31 days. During that time the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 96631 (Amazon Linux AMI : httpd24 (ALAS-2017-785)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Amazon Linux Local Security Checks and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 370348 (Apple Mac OS X Security Update Sierra 10.12.4, El Capitan 2017-001 and Yosemite 2017-001 Not Installed (APPLE-SA-2017-03-27-3)).

Upgrading to version 10.12.4 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
