CVE-2026-101490 in PeopleSoft Enterprise PeopleToolsinfo

Summary

by MITRE • 10/21/2026

Vulnerability in the PeopleSoft Enterprise PeopleTools product of Oracle PeopleSoft (component: Fluid Core). Supported versions that are affected are 8.61-8.63. Easily exploitable vulnerability allows unauthenticated attacker with network access via HTTP to compromise PeopleSoft Enterprise PeopleTools. Successful attacks require human interaction from a person other than the attacker and while the vulnerability is in PeopleSoft Enterprise PeopleTools, attacks may significantly impact additional products (scope change). Successful attacks of this vulnerability can result in unauthorized update, insert or delete access to some of PeopleSoft Enterprise PeopleTools accessible data as well as unauthorized read access to a subset of PeopleSoft Enterprise PeopleTools accessible data. CVSS 3.1 Base Score 6.1 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N).

The vulnerability identified in Oracle PeopleSoft Enterprise PeopleTools, specifically within the Fluid Core component affecting versions 8.61 through 8.63, represents a significant security risk due to its potential for unauthenticated exploitation via standard HTTP protocols. This flaw allows an attacker with network access and no prior authentication credentials to compromise the integrity of the application environment. The nature of this vulnerability is characterized by low attack complexity, which means that exploiting it does not require specialized conditions or complex sequences beyond basic interaction. However, a critical constraint in its exploitability chain is the requirement for human interaction from a user other than the attacker. This typically implies that the vulnerability relies on social engineering tactics or requires an unsuspecting victim to perform a specific action, such as clicking a malicious link or opening a crafted document, which triggers the underlying code flaw within the Fluid Core interface.

From a technical perspective, this issue falls under the category of improper access control mechanisms where the application fails to adequately verify user privileges before processing requests that modify data structures. The operational impact is substantial because successful exploitation leads directly to unauthorized modifications of accessible data. Specifically, attackers can execute insert, update, and delete operations against certain datasets within PeopleSoft Enterprise PeopleTools. This capability allows for the alteration or destruction of critical business information, leading to potential data corruption and loss of integrity. Furthermore, the vulnerability also grants unauthorized read access to a subset of accessible data, enabling confidentiality breaches where sensitive organizational information can be exfiltrated by malicious actors. The combination of these capabilities means that an attacker can both steal private data and manipulate system states without ever needing valid login credentials for the application itself.

The scope change associated with this vulnerability is particularly concerning in enterprise environments. While the technical flaw resides within PeopleSoft Enterprise PeopleTools, the successful exploitation does not remain isolated to that component alone. Instead, it significantly impacts additional products integrated into the broader Oracle ecosystem. This lateral movement capability means that compromising the Fluid Core can serve as a foothold for attacking other connected systems or data stores, thereby expanding the blast radius of the incident beyond the immediate application layer. Organizations relying on PeopleSoft for core business processes face heightened risks to their overall infrastructure stability and data governance protocols when this vulnerability is left unpatched in supported versions ranging from 8.61 to 8.63.

In terms of industry standard classifications, this vulnerability aligns with CWE-20 Improper Input Validation or CWE-434 Unrestricted Upload of File with Dangerous Type if the mechanism involves file handling, but more broadly it reflects issues related to Broken Access Control as defined in OWASP Top 10 and Common Weakness Enumeration standards. The requirement for human interaction maps directly to the ATT&CK technique T1566 Phishing, where attackers lure users into triggering malicious actions. Additionally, the unauthorized data access corresponds to MITRE ATT&CK techniques such as Data from Information Repositories or Unsecured Credentials if credential harvesting is a secondary goal following initial compromise. The CVSS 3.1 base score of 6.1 reflects these moderate impacts on confidentiality and integrity while acknowledging that availability remains unaffected in this specific vector, yet the potential for scope change elevates the practical risk to organizations significantly higher than the raw score might suggest.

Mitigation strategies must prioritize immediate patching of all affected PeopleSoft Enterprise PeopleTools instances running versions 8.61 through 8.63 using official security patches provided by Oracle. Until patches are applied, network-level controls should be implemented to restrict HTTP access to the Fluid Core components from untrusted networks or external internet sources. Implementing strict web application firewall rules that detect and block anomalous request patterns associated with this vulnerability can provide a temporary layer of defense. Furthermore, user awareness training is essential to mitigate the human interaction aspect; employees must be educated on recognizing phishing attempts and suspicious links that could trigger the exploit within their browsers or email clients. Regular audits of access logs should also be conducted to identify any potential unauthorized data modifications or read operations that may indicate an active exploitation attempt in progress.
