CVE-2026-87348 in PeopleSoft Enterprise PeopleToolsinfo

Summary

by MITRE • 10/21/2026

Vulnerability in the PeopleSoft Enterprise PeopleTools product of Oracle PeopleSoft (component: Updates Environment Mgmt). Supported versions that are affected are 8.61-8.63. Easily exploitable vulnerability allows high privileged attacker with logon to the infrastructure where PeopleSoft Enterprise PeopleTools executes to compromise PeopleSoft Enterprise PeopleTools. Successful attacks of this vulnerability can result in unauthorized update, insert or delete access to some of PeopleSoft Enterprise PeopleTools accessible data as well as unauthorized read access to a subset of PeopleSoft Enterprise PeopleTools accessible data and unauthorized ability to cause a partial denial of service (partial DOS) of PeopleSoft Enterprise PeopleTools. CVSS 3.1 Base Score 4.2 (Confidentiality, Integrity and Availability impacts). CVSS Vector: (CVSS:3.1/AV:L/AC:L/PR:H/UI:N/S:U/C:L/I:L/A:L).

Analysis

by VulDB Data Team • 10/21/2026

The vulnerability identified in Oracle PeopleSoft Enterprise PeopleTools affects the Updates Environment Management component across versions 8.61 through 8.63. This flaw represents a significant security gap within the application layer, specifically targeting mechanisms responsible for managing updates and environment configurations. The core technical issue stems from insufficient access control checks or improper validation of user privileges during update operations. While the vulnerability requires high-privileged attacker credentials to exploit, it allows an authenticated insider with elevated rights to manipulate system data in ways that bypass intended security boundaries. This type of flaw is characteristic of logic errors where administrative functions are not adequately segregated or validated against specific operational constraints, leading to potential abuse by users who have legitimate but overly broad access permissions.

From a technical perspective, the vulnerability enables unauthorized modifications to critical data structures within PeopleSoft Enterprise PeopleTools. An attacker with high-level privileges can execute actions that result in unauthorized updates, inserts, or deletes of accessible data. This directly compromises the integrity of the system's information assets. Furthermore, the flaw permits unauthorized read access to a subset of sensitive data, which impacts confidentiality by allowing the extraction of potentially proprietary or personal information. The ability to cause a partial denial of service indicates that the vulnerability can also be leveraged to disrupt operational continuity, although this impact is limited compared to full system crashes. These capabilities align with common weakness enumerations such as CWE-269 for Improper Privilege Management and CWE-862 for Missing Authorization, highlighting failures in enforcing least privilege principles within administrative interfaces.

The operational impact of this vulnerability extends beyond immediate data corruption or loss. Because the attack vector requires local access to the infrastructure where PeopleSoft executes, it poses a risk primarily from compromised internal accounts or insider threats rather than remote external attackers. However, once an attacker gains high-privileged logon access, they can escalate their influence within the application environment. The partial denial of service capability means that malicious actors could degrade system performance or availability for other users by triggering resource-intensive operations or locking critical resources. This affects business continuity and user productivity, particularly in environments where PeopleTools is used for mission-critical enterprise applications. The CVSS 3.1 base score of 4.2 reflects a medium severity level, driven by the requirement for high privileges but mitigated slightly by the local attack vector and limited scope of denial of service effects.

To mitigate this vulnerability, organizations should prioritize patching to the latest supported version of Oracle PeopleSoft Enterprise PeopleTools that addresses these specific flaws in the Updates Environment Management component. Regular security audits and reviews of user privilege assignments are essential to ensure that high-privileged accounts are strictly controlled and monitored for anomalous behavior. Implementing robust logging and monitoring solutions can help detect unauthorized data modifications or unusual access patterns indicative of exploitation attempts. Additionally, enforcing strict separation of duties within administrative roles can reduce the risk of a single compromised account causing widespread damage. Organizations should also review their network segmentation strategies to limit lateral movement opportunities if an attacker gains initial foothold on the infrastructure hosting PeopleTools. Adhering to industry standards such as NIST SP 800-53 for access control and monitoring controls will further strengthen the security posture against this type of insider threat and privilege abuse scenario.
