The ActiveSupport::XmlMini_JDOM backend in lib/active_support/xml_mini/jdom.rb in the Active Support component in Ruby on Rails 3.0.x and 3.1.x before 3.1.12 and 3.2.x before 3.2.13, when JRuby is used, does not properly restrict the capabilities of the XML parser, which allows remote attackers to read arbitrary files or cause a denial of service (resource consumption) via vectors involving (1) an external DTD or (2) an external entity declaration in conjunction with an entity reference.

Multiple issues existed in Ruby on Rails, the most serious of which may lead to cross site scripting. These issues were addressed by updating the Rails implementation used by Profile Manager to version 2.3.18.
This vulnerability is handled as CVE-2013-1856 since 02/19/2013. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. Successful exploitation requires user interaction by the victim. There are neither technical details nor an exploit publicly available.

The vulnerability scanner Nessus provides a plugin with the ID 65746 (Fedora 17 : rubygem-activesupport-3.0.11-9.fc17 (2013-4130)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Fedora Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12655 (Ruby on Rails Multiple Vulnerabilities).

Upgrading to version 3.0 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
