The bug was discovered 01/03/2018. The weakness was disclosed 01/03/2018 as confirmed security update guide (Website). It is possible to read the advisory at portal.msrc.microsoft.com. By itself, the information disclosure does not allow arbitrary code execution; however, it could allow arbitrary code to be run if the attacker uses it in combination with another vulnerability.
