The migration functionality in IBM WebSphere Application Server (WAS) 7.0 before 7.0.0.31, 8.0 before 8.0.0.8, and 8.5 before 8.5.5.1 does not properly support the distinction between the admin role and the adminsecmanager role, which allows remote authenticated users to gain privileges in opportunistic circumstances by accessing resources in between a migration and a role evaluation.

The weakness was disclosed 11/12/2013 as Security Bulletin: Potential Security Vulnerabilities fixed in IBM WebSphere Application Server 8.5.5.1 as not defined bulletin (Website). The advisory is shared for download at www-01.ibm.com. This vulnerability was named CVE-2013-5414 since 08/22/2013. The attack can be initiated remotely. The requirement for exploitation is a single authentication. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1068.

The vulnerability scanner Nessus provides a plugin with the ID 72061 (IBM WebSphere Application Server 7.0 < Fix Pack 31 Multiple Vulnerabilities), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Web Servers.
