The perf_trace_event_perm function in kernel/trace/trace_event_perf.c in the Linux kernel before 3.12.2 does not properly restrict access to the perf subsystem, which allows local users to enable function tracing via a crafted application.
The weakness was published 11/06/2013 by Dave Jones and Vince Weaver as perf/ftrace: Fix paranoid level for enabling function tracer as confirmed git commit (GIT Repository). The advisory is shared at git.kernel.org. The public release has been coordinated with Linux. This vulnerability is known as CVE-2013-2930 since 04/11/2013. An attack has to be approached locally. The exploitation doesn't need any form of authentication. Technical details are known, but no exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue.
The vulnerability scanner Nessus provides a plugin with the ID 71797 (Ubuntu 12.10 : linux vulnerabilities (USN-2071-1)), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Ubuntu Local Security Checks. The commercial vulnerability scanner Qualys is able to test this issue with plugin 195833 (Ubuntu Security Notification for Linux-lts-saucy Vulnerabilities (USN-2070-1)).
Upgrading to version 3.4.71, 3.10.21, 3.11.10 or 3.12.2 eliminates this vulnerability. Applying a patch is able to eliminate this problem. The bugfix is ready for download at git.kernel.org. The best possible mitigation is suggested to be upgrading to the latest version. A possible mitigation has been published immediately after the disclosure of the vulnerability.
