The VTY authentication implementation in Cisco IOS XE 03.02.xxSE and 03.03.xxSE incorrectly relies on the Linux-IOS internal-network configuration, which allows remote attackers to bypass authentication by leveraging access to a 192.168.x.2 source IP address, aka Bug ID CSCuj90227.

The weakness was disclosed 12/23/2013 with Cisco as CSCuj90227 as confirmed advisory (Website). The advisory is available at tools.cisco.com. This vulnerability was named CVE-2013-6979 since 12/05/2013. The attack needs to be done within the local network. No form of authentication is required for a successful exploitation. Technical details and also a public exploit are known. The advisory points out:

An unauthenticated, remote attacker could exploit this vulnerability only if their source address is in the 192.168.x.2 subnet and the attacker has IP communication to the Cisco IOS XE device. An exploit could allow the attacker to access the device with the privilege level of the vty line interface.
