A vulnerability, which was classified as critical, has been found in NTP Project ntpd 4.2.6 (Project Management Software). Affected by this issue is the function query of the file ntp_request.c of the component monlist Functionality. The manipulation with an unknown input leads to a input validation vulnerability. The monlist feature in ntp_request.c in ntpd in NTP before 4.2.7p26 allows remote attackers to cause a denial of service (traffic amplification) via forged (1) REQ_MON_GETLIST or (2) REQ_MON_GETLIST_1 requests, as exploited in the wild in December 2013.
The weakness was disclosed 11/22/2013 by Dave Hart as Bug 1532 as confirmed bug report (Website). The advisory is available at bugs.ntp.org. The bug report contains:
(...) as a DDoS tool, it is even better because a small query can redirect megabytes worth of traffic.This vulnerability is handled as CVE-2013-5211 since 08/15/2013. The attack may be launched remotely. No form of authentication is required for exploitation. Technical details as well as a public exploit are known. The structure of the vulnerability defines a possible price range of USD $0-$5k at the moment (estimation calculated on 01/26/2025). This vulnerability has a historic impact due to its background and reception.
A public exploit has been developed by Danilo PC and been published immediately after the advisory. The exploit is available at exploit-db.com. It is declared as attacked. As 0-day the estimated underground price was around $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 71783 (Network Time Protocol Daemon (ntpd) monlist Command Enabled DoS), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Misc.. The commercial vulnerability scanner Qualys is able to test this issue with plugin 390164 (Oracle VM Server for x86 Security Update for ntp (OVMSA-2018-0290)).
Upgrading to version 4.2.7 eliminates this vulnerability. Furthermore it is possible to detect and prevent this kind of attack with TippingPoint and the filter 13437.
