The issue has been introduced in 10/15/2013. The weakness was disclosed 01/14/2014 with Oracle as Oracle Critical Patch Update Advisory - January 2014 as confirmed advisory (Website). It is possible to read the advisory at oracle.com. This vulnerability is uniquely identified as CVE-2013-5888 since 09/18/2013. The exploitability is told to be easy. Attacking locally is a requirement. No form of authentication is needed for exploitation. The technical details are unknown and an exploit is not publicly available.
