Affected by this issue is an unknown function of the component XML API. The manipulation with an unknown input leads to a privileges management vulnerability (Backup Restore). The weakness was presented 02/05/2014 as TSR 2014-0001 as confirmed advisory (Website). The advisory is available at cpanel.net. The exploitation is known to be easy. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available. This vulnerability is assigned to T1068 by the MITRE ATT&CK project. The advisory points out:

The WHM XML-API allowed all resellers to restore backups for any accounts they own. The equivalent functionality in WHM’s HTML interfaces restricted the ability to restore accounts from backups to resellers with the “all” ACL.

Upgrading to version 11.38.2.16, 11.40.1.10 or 11.42.0.4 eliminates this vulnerability. A possible mitigation has been published immediately after the disclosure of the vulnerability.
