The advisory is shared at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with Microsoft. The identification of this vulnerability is CVE-2018-8410 since 03/14/2018. The exploitation is known to be difficult. An attack has to be approached locally. Required for exploitation is a simple authentication. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue. The advisory points out:

An elevation of privilege vulnerability exists when the Windows Kernel API improperly handles registry objects in memory. An attacker who successfully exploited the vulnerability could gain elevated privileges on a targeted system.

The exploit is available at exploit-db.com. It is declared as proof-of-concept. We expect the 0-day to have been worth approximately $5k-$25k. The vulnerability scanner Nessus provides a plugin with the ID 117415 (KB4457140: Windows Server 2012 September 2018 Security Update), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Windows : Microsoft Bulletins and running in the context l. The commercial vulnerability scanner Qualys is able to test this issue with plugin 371164 (Microsoft Windows Security Update September 2018).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
