The advisory is shared at portal.msrc.microsoft.com. The public release was coordinated with Microsoft. The identification of this vulnerability is CVE-2018-8468 since 03/14/2018. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. It demands that the victim is doing some kind of user interaction. Technical details are unknown but a public exploit is available. MITRE ATT&CK project uses the attack technique T1068 for this issue. The advisory points out:
An elevation of privilege vulnerability exists when Windows, allowing a sandbox escape. An attacker who successfully exploited the vulnerability could use the sandbox escape to elevate privileges on an affected system.
