Cisco IOS XR does not properly throttle ICMPv6 redirect packets, which allows remote attackers to cause a denial of service (IPv4 and IPv6 transit outage) via crafted redirect messages, aka Bug ID CSCum14266.
The weakness was presented 04/04/2014 with Cisco as CSCum14266 as confirmed security notice (Website). It is possible to read the advisory at tools.cisco.com. The identification of this vulnerability is CVE-2014-2144 since 02/25/2014. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. The technical details are unknown and an exploit is not publicly available.
