Apache Struts up to 2.3.16.1 Class Loader access control

CVSS Meta Temp Score
CVSS is a standardized scoring system to determine possibilities of attacks. The Temp Score considers temporal factors like disclosure, exploit and countermeasures. The unique Meta Score calculates the average score of different sources to provide a normalized scoring system.
Current Exploit Price (≈)
Our analysts are monitoring exploit markets and are in contact with vulnerability brokers. The range indicates the observed or calculated exploit price to be seen on exploit markets. A good indicator to understand the monetary effort required for and the popularity of an attack.
CTI Interest Score
Our Cyber Threat Intelligence team is monitoring different web sites, mailing lists, exploit markets and social media networks. The CTI Interest Score identifies the interest of attackers and the security community for this specific vulnerability in real-time. A high score indicates an elevated risk to be targeted for this vulnerability.

It is best practice to apply the suggested workaround.

Detailsinfo

A vulnerability was found in Apache Struts up to 2.3.16.1 (Programming Tool Software). It has been rated as critical. This issue affects an unknown code block of the component Class Loader. The manipulation with an unknown input leads to a access control vulnerability. Using CWE to declare the problem leads to CWE-264. Impacted is confidentiality, and integrity. The summary by CVE is:

ParametersInterceptor in Apache Struts before 2.3.16.2 does not properly restrict access to the getClass method, which allows remote attackers to "manipulate" the ClassLoader and execute arbitrary code via a crafted request. NOTE: this vulnerability exists because of an incomplete fix for CVE-2014-0094.

The weakness was disclosed 04/24/2014 by Takeshi Terada as Struts up to 2.3.16.1: Zero-Day Exploit Mitigation as confirmed advisory (Website). It is possible to read the advisory at struts.apache.org. The vendor was not involved in the public release. The identification of this vulnerability is CVE-2014-0112 since 12/03/2013. The exploitation is known to be easy. The attack may be initiated remotely. No form of authentication is needed for a successful exploitation. Technical details are unknown but a public exploit is available. The pricing for an exploit might be around USD $0-$5k at the moment (estimation calculated on 12/15/2024). The attack technique deployed by this issue is T1068 according to MITRE ATT&CK. Due to its background and reception, this vulnerability has a historic impact. The advisory points out:

In Struts 2.3.16.1, an issue with ClassLoader manipulation via request parameters was supposed to be resolved. Unfortunately, the correction wasn't sufficient.

A public exploit has been developed in Ruby. The exploit is available at securityfocus.com. It is declared as highly functional. We expect the 0-day to have been worth approximately $25k-$100k. The vulnerability scanner Nessus provides a plugin with the ID 73763 (Apache Struts 2 ClassLoader Manipulation Incomplete Fix for Security Bypass), which helps to determine the existence of the flaw in a target environment. It is assigned to the family Denial of Service and running in the context r. The commercial vulnerability scanner Qualys is able to test this issue with plugin 12939 (Apache Struts ClassLoader Manipulation Security Bypass Vulnerability (S2-020, S2-021)).

It is possible to mitigate the problem by applying the configuration setting param name="excludeParams". A possible mitigation has been published immediately after the disclosure of the vulnerability. The advisory contains the following remark:

A security fix release fully addressing this issue is in preparation and will be released as soon as possible. Once the release is available, all Struts 2 users are strongly recommended to update their installations. Until the release is available, all Struts 2 users are strongly recommended to apply [the] following mitigation. (see release)

The vulnerability is also documented in the databases at X-Force (92740), Exploit-DB (33142), Tenable (73763), SecurityFocus (BID 67064†) and Secunia (SA58016†). isc.sans.edu is providing further details. The entries VDB-12781, VDB-13086, VDB-69515 and VDB-74885 are pretty similar. Statistical analysis made it clear that VulDB provides the best quality for vulnerability data.
