The advisory is shared for download at portal.msrc.microsoft.com. The public release has been coordinated in cooperation with the vendor. This vulnerability was named CVE-2019-0601 since 11/26/2018. The attack can be initiated remotely. A single authentication is needed for exploitation. There are neither technical details nor an exploit publicly available. The MITRE ATT&CK project declares the attack technique as T1592. The advisory points out:

An information disclosure vulnerability exists when the Human Interface Devices (HID) component improperly handles objects in memory. An attacker who successfully exploited this vulnerability could obtain information to further compromise the victim’s system.

The commercial vulnerability scanner Qualys is able to test this issue with plugin 91504 (Microsoft Windows Security Update February 2019).

Applying a patch is able to eliminate this problem. A possible mitigation has been published immediately after the disclosure of the vulnerability.
