The ScanSafe module in Cisco IOS 15.3(3)M allows remote attackers to cause a denial of service (device reload) via HTTPS packets that require tower processing, aka Bug ID CSCum97038.

All the 3 following conditions must be met in order to run into the problem. 1. HTTPS traffic must be redirected to the Scan Safe Towers 2. The router egress interface must have very low bandwidth 3. The interface should be highly congested.This vulnerability is handled as CVE-2014-3263 since 05/07/2014. The exploitation is known to be difficult. The attack may be launched remotely. No form of authentication is required for exploitation. The technical details are unknown and an exploit is not available.
The advisory illustrates:
Low bandwidth or congested network may cause the router to crash when HTTPS traffic is redirected.
Upgrading to version 15.3(3)M2.2, 15.4(1)T1.1, 15.4(1.24)T0.8, 15.4(2.3)T or 15.4(3.6)PIB25 eliminates this vulnerability. The upgrade is hosted for download at software.cisco.com. A possible mitigation has been published immediately after the disclosure of the vulnerability. The security notice contains the following remark:
Do not redirect HTTPS traffic to the Scan Safe Towers. Replace the following lines: "server scansafe primary name proxy1442.scansafe.net port http 8080 https 8080" "server scansafe secondary name proxy1442.scansafe.net port http 8080 https 8080" with "server scansafe primary name proxy1442.scansafe.net port http 8080" "server scansafe secondary name proxy1442.scansafe.net port http 8080"
